What is better 16" top and 14" lower or 17" top and 15" lower and why

Depends on the rest of the car overall design and driver expections/feel. 15/17 seems typical on a Modified.

The shorter bars will give you a little more rear %., and obviously a shorter wheelbase.

I doubt the driver will be able to tell the difference though.
