Tailshaft bushing has been shoved inside. Has kind of a dovetailed seam that holds it together and round. The seam opens up and allows the rattle to be worse , We ran it that way for a few races then took it apart and repaired it.

I pulled one apart recently that had 2 in it. One where it belonged and one along for the ride. Guess when it was changed, the old one went in rather than out. Didn't hurt anything tho.
