Now when you say the pump is moving fluid....on mine, if I take the cap off the fluid is moving fast enough to splash out of the cap if it's really full. Those pumps ae putting out around 150gpa so if the fluid isn't moving with some force on yours you may have a failed pump, pump valve or steering box problem. like an internal blockage or something.
If you can, try connecting the steering box lines together and bypassing that altogether and then see if there is a very large improvement in fluid movement in the fluid reservoir. A very small or almost no change indicates the problem is not in the steering box but instead in the pump or valving in the pump.
Alternately, you can spin the pump with a drill and do the elimination testing that way noting the fluid movement at each connection starting at the pump output, steering box input, steering box output, reservoir input etc...

Have seen this issue about a dozen times, even on street vehicles. Every time its been a stuck pressure relief valve in the pump. You can take it out and clean it... you may have to polish it and remove any burs or scratches. You could also replace it, or replace the pump if you dont want to mess with it.
