UMP Spring Tether Rule

I've seen several cars over the years and countless photos posted online and never notice any sort of spring tether system like the rule book mandates. Just curious if I've been missing it or is this one of those rules that is left buried in the book and not enforced?

Its never been enforced. I didnt even know it was in there, lol

I'm cheaper than that even . Bailing wire on each end !
