Fuel cell question

A fuel cell has to have a vent right??? My car has no vent, just a feed line and return line. I bought it from a guy and all he did was pull the motor and tranny from it, I'm assuming he ran it this way. It seems to run fine, I haven't had it on the track yet though.

vent in the cap??? very small hole with a rubber flapper over it on bottom of cap.
