howe 5th design?

I'm looking at a Howe 5th design late model to get my feet wet in pavement racing. Are they a decent beginner car? How old approximately would it be? Cage seems to be offset a bit, I thought that they were perimeter cars. Maybe not? Any help would be appreciated.

We ran 5th design cars back in the 80's. I would look for a later model chassis that you can get more tech support for... there are lots of relatively cheap pavement cars from the 90's and 2000's that would be more competitive and a better value.
