Bought a house, found a mystery pipe cap

Moving into our first place in Mesa and found a capped pipe sticking out near the foundation. Realtor had no clue what it was. Neighbor said it might be the sewer clean-out. Super curious now what it's actually for and whether I should be doing something with it regularly.
