    406 build question

Guys new to the bomber claimed class motors.
I have to run factory oem block. Oem steel heads and intake, no roller cam, roller rockers, or roller tip rockers
What I have is 400 block 30 over building a 406 with Chevy double hump heads. I am considering a scat cast steel crank, scat steel I beam rods and some srp pistons on a4 barrel holly 750 gas carb.
What kind of rpm's will I be safe at bottom end wise?
Realist horse power with a good port job on the heads and port matched intake?
Recommended compression ratio considering 12.5 or even more 13-1 compression.
May go with a 383 but am worried about lack of power.
    Suggestions?

If your running stock caps 2 or 4 bolt i wouldn't turn over 6,500 rpm if your putting angle caps on a 2 bolt block if done right i goes as far as 7,500 rpm. You might be better just building a storng 350 motor in a bomber class. JMO
