No rpm out of motor

Motor will not turn past 6500. 358 steel headed flat top piston with flat tappet cam good to 7000.
Change coil, module, plugs, and 3 different jet. Does have a 500 4412 carb

did you set the cam to spec or just put it in.if advanced to much would not turn up. even worse if you running a 500.
