Can you use a 3 pc. injection on 23 degree heads for a Sprint car engine? What modification if any is needed to make it work?

For sure it can. It will just being a matter of making sure it is all sealed up properly. -
If you are talking a 3 piece for a 12 degree head and switching over to a 23 degree head,
I have done this switch over, the center piece will not work, it is too wide, so think about or take a protractor, and
you will see the difference, although it can be achieved,
you have to make 2 adaptor plates, in between the intake from injection to head, on each side and then cut in the intake ports, I believe I used 5/16" thick aluminum, I did it on a 3 in 1 smitty milling machine, this takes quite a while,
the center plate becomes only like 4 inch wide or so, the trickiest part of this is to establish where the distributor is located, and then creating a spacer so to speak that has the proper angle on the distributor
