bore stroke for 650 2bbl

I'm building an engine for a limited late model class. There is no bore/stroke rule, we must use a production block, with any steel heads, and must use a dual plane intake. I'm curious of everyone's opinion on the best bore/stroke combo for this setup.

if moneys not an issue i'd build a 14:1 406, motown 220cc runner heads, using a 2.08/1.60 valve, edelbrock performer rpm air gap intake, comp cams CCA-12-855-9 solid roller. could stroke to a 421, but i believe going any further than that is taking too much material out of the block
