Trans Question 2nd VS 3rd

Is there less rotation mass or better inertia in 3rd vs 2nd?

I know 1 to 1 is best, but gearing not available to do it.

Witch one lets you remove the most gears/wieght from the transmission.3rd should be stronger.The theory is the lower rear end ratio lets the rearend hit the pull bar harder.When we first went from 2nd to 1to1 had to start balancing the drive shafts no more junkyard stuff.
