Popular vote over electoral college will never happen. Need 2/3rds vote just to start with. Trump has enough money to put the wall into motion with about 4 billion total with no interference. Rest comes from Military the other 4 billion or so what can be disputed. However, that is not his real plan. His real plan is to use what he can and then campaign (rightly so) on winning and have the new congress give him the rest. He figured this whole thing out and is leading the left right into his trap.
