Let's take the simple issue of when these groups surround the hotels that the agents are staying at and creating all the noise and havoc so the agents can't rest and sleep, along with other hotel patrons. The hoteliers are prevented from their normal course of business.

Now let's flip that just a little. Let's say it was a hotel that the Minnesota Vikings opponent was staying at. Should a group of rabid Minnesota Vikings fans be able to organize and surround that hotel and make all kinds of noise and distractions so the opposing team can't get a good night's sleep before playing a football game? Of course not. It would not be tolerated. Local police would reasonably show up and tell them to knock it off and leave. If they didn't they would be cited or even arrested, most likely for disorderly conduct. If they remained on private property after being told to leave, trespassing.

So why is it being tolerated in this case? Why are the local authorities tolerating blatant disorderly conduct and other actions that cross the line from being peaceful 1A activity? Because that is what their leadership is telling them to do. Why? Because they want this.
