You talking about the Chicago highway robbery system?? The best way around is the skyway right through the loop. If you take 294,or 355 you'll be paying big money!! going through town will save ya money, but depending on the time,you could be sitting a while. Your best bet, if you aren't making a stop in the city, is to avoid the city! 80 to 47 will get ya up into Wisconsin, or 80 to 39 will get you to Rockford, and that part of WI. 88 is a east west and it is also toll's,80, 47, 39, and running through the loop isn't.
