Unless your reliable source is the guy at JRI that built the shocks, you don't have a clue.

People acting like its the end of the world here because a smart innovative guy got a part outlawed.
As for the rules, those were written with 8 guys at a bar it seems. Not much logic in the verbiage or context. Yikes.
I have more of a problem with the box they want to put everyone in. But, the 4 link has been being refined since the 80s. Add a new wrinkle, and folks will be working on it again.

But to answer your question I seen a guy on Facebook describe it very well. So here is the logic (albeit right or wrong):
With the setup box a lot smaller, everyone will be fairly close on setups. Big teams will spend lots of money to get shocks better and go faster. But because the box they are working in is so small, the gains available are very small as well. To the point where the gains per $$$$ is very very low. So now you have the big guys with their shocks tuned really well, eventually the shock manufacturers will catch up. Then you have regional guys with the same shot or at least a decent shot at succeeding as the big guys who spent all that money. So you can hire engineers, test with DAQ, and do all the fine tuning you want. But the gains will be minimal, and the guy who didn't have the money for all that will still be competitive if he hits his setup just right.
I tend to believe the gains will be bigger than you think. My biggest take away is you guarantee the superiority of the big team. Funny, I am quite sure that is what several of them had in mind.

Radically changing track conditions are the equalizer , masters racer you tend to phrase this argument as if you are far superior skills wise to the traveling professionals and it's only money that prevents you from beating them... Plenty of big money teams load up at every race and watch from the trailer. As you said your 730hp with a restrictor plate was running the same
Laps as oneil .... Adjusting to the massive swings in track condition accurately is the huge difference. With the rules this year your not going to beat the Lucas guys , with the rules last year you didn't beat the Lucas guys and with the rules 10 years ago you didn't beat the Lucas guys . This post isn't even a slam on you its more against the absurd argument you keep putting out there .... " now that my head is out of the sand thanks to rumley I'm
Going to smoke the Lucas guys ..... It's not going to happen unless you become a full
          Time
Professional and race like they do reguardless of the rules package

I look through the lens of racing against people with similar budget and skill. I said nothing about joining Lucas.
But, I certainly have, as the chassis guy and not the driver, outrun individual Lucas guys on occasion.

I see changing track conditions are much less of a hurdle than they once were.

The point to me is Rumley outsmarted the high dollar teams spanked their ass and they went crying to momma.Money was the reason I ouit racing long ago my only advantage back then was I worked my ass off yes sometimes I had to remove some of my ideas but for the most part I could be competive. When it got to the point people were paying more for motors thank had in my race ready car I said that's enough. The American way has always been work harder and smarter Rumley did and got screwed pretty much sums it our country today does it not.Money rules the world today.

here is my take on the whole rules vs expense issue, if you make the so called "box' smaller, it will cost more money because the big teams will be spending lots more money engineering and testing to make small gains within the rules, thus giving them an advantage. Now if you do away with the rules, then you have run what you brung . Guess who is going to dominate then? .... the few in this sport that has the most money. the days of some one like me buying a 3 year old chassis and putting it together in my little shop out back and being competitive is about a thing of the past anyway , but I will keep trying, like they say, " even a blind squirrel will find a nut every now and then"
