Its not straight forward at all! If you think it means, don't judge a mans outward actions, that would be wrong! What this verse is referring to, is judging a persons motive for doing something. Only God knows why we do things. Man is not omniscient, unlike God, i.e. cannot judge a persons motives.

Read the whole chapter. Don't take a verse out to try to prove something.
