    This stuff always gets twisted to decriminalize the criminal and criminalize the officer. It is a practice for the officers to put themselves in harms way to detur the criminal from attempting to flee. If said person does not attempt to evade the officer. Then the officer is never justified in using deadly force but if they choose. again they choose ! to attempt to flee and drive in the direction of the officer. In this case no matter what direction her wheels were pointed she hit him with her car before he fired. Then he is justified. This wasn't a pedestrian driving by this was a radical specifically attempting to disrupt and potentially harm police officers. I agree with much of what was said in that report in regards to the vehicle becoming out of control after the driver is hit but. People must know that the consequences are real or else situations like this will continue. These two women clearly thought their was nothing the police could do in this situation to stop them with out getting in trouble witch is why they created the whole situation and tried to film it. They're are so many "what ifs" buy the bottom line is no officer gets up everyday wanting to take a life. The woman almost ran over her own partner. This is a terrible tragedy and was totally avoidable but acting as if this wasn't caused by her actions and choices is just ignorant

        This isn’t about criminalizing the officer, but rather providing some background on his past. It’s a common practice for border patrol officers to stand in front of vehicles to justify shooting someone. So what did Ross do? He walked around the car filming everything, then stopped in front of the vehicle. Why? It’s a common tactic to justify shooting someone. Did you notice the other smarter officers where stand by the side of the vehicle not in front of it. Ross knew what he was doing. Why is the government withholding evidence?

            Yes, there were officers standing to the side of the vehicle. Primarily the one at the window telling her not to move and that they wanted her out of the vehicle! She wasn't driving down the street at 25 MPH and he stood in her way from a half a block away. She was not moving at the time and being addressed at the window by another. She had a vote in this matter. The message of detention was being conveyed and although the front of the vehicle isn't safest spot, the presence helps convey the message - you shouldn't move the vehicle.

            Hey, the vehicle has reverse too. Standing behind could also be dangerous if they back up. It is an inherently dangerous job at times because of uncooperative people. Uncooperative people who don't listen to the officer at the side window and try to run over the one in front.

              The U.S. Border Patrol has restricted border agents’ authority to shoot at moving vehicles or at people throwing rocks, changing a controversial policy that has contributed to at least 19 deaths since 2010.

              In a memo released Friday, Border Patrol Chief Michael Fisher directed border agents not to step in front of moving vehicles, nor to use their bodies to block them, in order to open fire at drivers. He also barred shooting at vehicles whose occupants are fleeing from agents.

              A deadly threat, which would justify use of force, does not “include a moving vehicle merely fleeing from agents,” the new rule states.

                Yes. Justice Department policy says deadly force is allowed only when no reasonable alternative exists, including stepping out of the vehicle’s path.

                  Two policy and practice areas especially need significant change. First, officers/agents should be prohibited from shooting at vehicles unless vehicle occupants are attempting to use deadly force--other than the vehicle--against the agent. Training and tactics should focus on avoiding positions that put agents in the path of a vehicle and getting out of the way of moving vehicles.

                    All of these policies are in reference to vehicles that are Already moving. Example officer stepping in front of an already moving vehicle to attempt to force them to stop witch is what boarder patrol was doing. This vehicle was not in motion when the officers surrounded it. She made the decision to move in the direction of an officer while being stationary the direction of her wheels means nothing he was their and she moved in his direction. Anything else is purely speculation

                      BS JK, the policy is the same whether the vehicle is stopped or moving. It clearly states you cannot shoot at a moving vehicle. The only time you can shoot back is if they are shooting at you. The policy also makes it clear that the vehicle alone is not considered an act of deadly force. The woman did have whistles—does this count as deadly force?

                            Is it worth considering at all,...when the officer first moved in front of her vehicle that she was in reverse and backing up slightly? Cause when you go back and check the videos...
